Corbett L. Freeman, P.E., ENV SP
Corbett L. Freeman, P.E., ENV SP is a Principal and Division Manager with Costello, Inc. He has also served on the Board of Directors for the firm since 2017. Mr. Freeman graduated cum laude from the University of Houston with a Bachelor of Science degree in Civil Engineering in 1995. He began his career in the transportation industry working on freeway interchange projects like the SH225/SH146 Interchange in Baytown, the US281/IH410 Interchange in San Antonio, and the IH35/US290 Interchange in Austin. Mr. Freeman started the structural engineering practice at Costello, Inc. in
2007 and is currently helping to pioneer the use of spliced curved continuous concrete U-girders in Texas.

Mr. Freeman now has 25 years of experience in structural design, including the analysis and design of over 120 bridges and the inspection and rating of more than 300 bridge structures. Mr. Freeman’s experience includes project management, design supervision, structural layouts and design, specification development, plan review, cost estimating, and construction phase services for many types of projects including bridges, stream stabilization, plants, steel framing, and underground structures.

Mr. Freeman has attended the IAI Summits from the beginning and has led the Industry Collaboration committee since 2017. This committee determined that their mission was to “build on industry relationships and delivery methods thereby improving constructability to limit errors and omissions, reduce change orders, and eliminate schedule delays”. As a member of the IAI Board, he continues to work in this mission to improve collaboration between all facets of infrastructure planning, design and construction.
