Carol Luschen, P.E.

Carol Luschen is a graduate of Texas A&M University, College Station with a BS in Civil Engineering and an MBA from Our Lady of the Lake University in San Antonio.  As a registered engineer in the State of Texas for over 31 years, Ms. Luschen brings over 20 years of design and construction experience with TxDOT as well as 16 years of PS&E and project management from the private sector. She has over 13 years of experience in Design-Build. Returning for her second tour of duty with TxDOT in late 2012, Ms. Luschen currently serves as a Director for the Alternative Delivery Division which assists the Department in providing planning, procurement, programmatic contracts, training, oversight and monitoring on all phases of the State’s multi-billion-dollar Alternative Delivery Program.

Carol is married to her loving and supportive husband of 36 years and has one stepson and two daughters; one who works in transportation field and one abroad saving the world, working to raise awareness on human trafficking.

The Texas Department of Transportation (TxDOT) is a government agency in the U.S. state of Texas. Though the public face of the agency is generally associated with the construction and maintenance of the state's immense state highway system, the agency is also responsible for overseeing aviation, rail, and public transportation systems in the state.

 

The department is organized into 25 geographical districts and 34 divisions. TxDOT is one of the state's largest departments in terms of the number of subordinate offices – it maintains 25 geographical districts throughout the state.
